There's a translators comment for that string:

Reported in Kindle when text has been identified as a popular highlight;

i.e. it has been highlighted by several people.


In Kindle books, users can choose to highlight phrases or words that are
important to them for some reason so they can find them later. When lots of
people highlight the same phrase, Kindle says this is a "popular"
highlight; i.e. lots of people have highlighted it.
