You need to download NVDA translations repository and ask on the
translations list to be invited as a translator (please ask on the
nvda-translations list for more details).

There is a file called "settings" in Vietnamese translation folder. Open
this file, look for Control Usage Assistant and say "1". The system will
add
localization file for Control Usage Assistant into your Vietnamese
folder.
