[nvda-addons] Elementary Question About Word/Excel/PowerPoint Enhancements

Hi,
At least for Word and Excel, I see that the NVDA code is in the
Windows folder, rather than in the folders for apps. What would happen
if someone wants to start an add-on that is located in the location
for applications? I guess I'm also asking why this code is not
originally put there also.
