[nvda-addons] Add-on updates: SPL (permission required), Place Markers, REad Feeds and others with L10N updates

Hi all,
First, since we're approaching the end of January, I'd like to propose that
we go ahead and release maintenance versions of several add-ons with
localization updates. These include eMule, Place Markers, Read Feeds,
Unicode Braille Input and so on. If accepted, I'll upload the maintenance
versions next week.
For SPL, since the reviewer has stepped down, I'd like to ask for permission
to publish the stable version of the add-on from my end, as testers say it
is ready for primetime. This will allow the stable 4.0 to go live so I can
upload snapshots for the next version.
