The upcoming 3.0 release is not functional at this time. You can monitor
the development with the "rest" branch on github. It is however largely
a "work in progress": we are now building the foundations. Don't expect
the 3.0 release before the end of 2016, at best.
You can safely start with the current 2.3.2 release, since an upgrade
path will be provided. Database modifications will be only minor ones.
