Spaniards Consider Putting on Tux
Juan Alberto Belloch is running for mayor of Zaragoza, capital of Spain's=20
Arag=F3n province, on the Open Cities platform--a plan to put technical=
teams=20
in cities across Spain to develop open source software for their respective=
=20
cities and the country as a whole. The plan will also make Arag=F3n a=20
showcase for open source applications, and has the support of the mayors of=
=20
Seville, Lleida, Matar=F3, Madrid and Gij=F3n, as well as local businessmen.=
=20
Belloch currently leads in the polls for the November 2003 general=20
elections, and the Arag=F3n Parliament has unanimously passed a bill in=20
support of free software. However, Bob Kramer, of the Initiative for=20
Software Choice, warns that such measure may violate World Trade=20
Organization agreements, and argues for the "competitive coexistence" of=20
software from different development models.
