Open and Distance Learning: Trends, Policy and Strategy Considerations
The present paper aims to review open and distance learning in the context
of present challenges and opportunities, describe relevant concepts and
contributions, outline some significant current global and regional
trends, suggest policy and strategy considerations and identify UNESCO's
initiatives in this area, including its role in capacity building and
international co-operation.
The globalization of distance education provides many opportunities for
developing countries for the realization of their education system-wide
goals. Two main factors have led to an explosion of interest in distance
learning: the growing need for continual skills upgrading and retraining;
and the technological advances that have made it possible to teach more
and more subjects at a distance.

Guidelines for education in situations of emergency and crisis: EFA
strategic planning
Education in situations of emergency and crisis is one of the Education
for All 'flagship programmes'. In order to support this component, this
guideline outlines major key points to be considered in developing an
emergency response in education. It provides orientations and
recommendations and strategic planning for achieving EFA in situation of
emergency, crisis and reconstruction. The target groups are education
planners, government officials, NGOs, civil society and other partners
involved in the EFA process at national and international levels.

Globalization and the Market in Higher Education
How are governments and universities responding to the challenge of a
global market and the growing privatization in higher education?
As higher education opens up to world markets and the World Trade
Organization turns its attention towards universities, quality,
accreditation and qualifications are becoming issues of major concern to
university leaders, governments, students and parents. What are the
possibilities of dealing with these issues in a concerted way? What are
national and regional authorities doing to tackle what promises to be most
important issues since the development of mass higher education?
Drawing on contributions from scholars, leaders and practitioners, this
book entitled Globalization and the Market in Higher Education, Quality,
Accreditation and Qualifications examines if it is possible to create an
international framework in quality assurance and accreditation.
The 224-page book is edited by Stamenka Uvalic-Trumbic of the UNESCO

International Clearinghouse on HIV/AIDS Education
The International Bureau of Education (IBE) is establishing an
international clearinghouse on curriculum processes and practice in
education for the prevention and mitigation of HIV/AIDS.
The fundamental service of the clearinghouse is a web site featuring a
range of curriculum-related materials, documentation and information on
HIV/AIDS education at primary and secondary levels of schooling.
As far as possible, efforts are being made to disseminate pertinent
materials online or make links to existing digital publications. At the
same time, printed bibliographic data from the clearinghouse databanks
will be sent to selected institutions which do not have easy access to the
Internet.

Training of decision-makers in Asia and the Pacific on ICT policies in
education
A series of workshop is currently taking place in Bangkok to assist
decision-makers from Asia and the Pacific in the development or
improvement of educational ICT policies. The workshops that took off on
February 18 are organized jointly by the UNESCO Institute for Information
Technologies in Education (IITE) and the UNESCO Asia and Pacific Regional
Bureau for Education (UNESCO Bangkok). They will continue until April 25.

Celebration of International Mother Language Day
The world celebrated International Mother Language Day on February 21. The
aim is to encourage all forms of promotion, development and teaching of
the mother language. ""Languages constitute an irreducible expression of
human creativity in all its diversity," says the Director-General of
UNESCO Koïchiro Matsuura in a message on the occasion of the Day .

Today, literacy remains a major global challenge.
While societies enter into the information and knowledge society, and
modern technologies develop and spread at rapid speed, 860 million adults
are illiterate, over 100 million children have no access to school, and

today´s complex world.

The growth in secondary education in recent years is unprecedented. The
result is overcrowded classrooms filled with teenagers from diverse social
and cultural backgrounds. The January issue of UNESCO's education

education to solve the problems of overburdened teachers and bored
students.
This issue also reports on Brazil's successful education grant scheme for
poor parents, a new project in Kenya's slums that is breaking the vicious
circle for young women through lifeskills education and small loans and
