Tom Harkin (D-IA), the General Accounting Office (GAO) released the new report "School Meal Programs: Competitive Foods Are Available in Many Schools; Actions Taken to Restrict Them Differ by State and Locality." The report presents information about "competitive foods" that are sold outside the purview of federal subsidized school meals and are effectively unregulated by the federal government. The foods, which are often high in fat, salt, and sugar, have drawn increasing attention by lawmakers due to the increasing rate of obesity among young children. Although the report found that almost half of the states have made some effort to restrict the sale of competitive foods, Sen. Harkin and other elected officials continue to argue that federal regulation is necessary to ensure that the $6 billion spent each year to subsidize school meals should not be compromised by the sale of less nutritious foods. When the House debated its Child Nutrition Reauthorization bill, an amendment which would have required a study of competitive foods was later rejected after it was expanded to require a study of all foods, including the school lunch program.
