Car thieves resist Scottsdale 'bait'
Fleet of vehicles equipped with tracking devices

Scottsdale's first-ever auto theft "bait fleet" was deployed earlier this
month to entice criminals.

The fleet is equipped with state-of-the-art tracking satellites and
radios. Police can monitor a vehicle from afar and turn off the ignition
while thieves are trying to drive away.

"We want them to think that every car is a bait vehicle," said Sgt. Tom
Macari, supervisor of Scottsdale's auto crimes unit. "If you tell them
there's only so many cars out there, the bad guy thinks the odds are in
his favor."

Cities across the country have experienced success with the program.

In Minneapolis, which has 15 cars, thieves strike a bait car as many as
seven times a month. In Memphis, one car was hit twice in one day.
