     First Lady's Garden at the White House to honor the 2003

     2nd-grade educator at Leeds Elementary School in Leeds,
     Alabama.

National Moment of Remembrance

     Secretary Paige invites educators to help reclaim Memorial Day
     "for its intended purpose of honoring those who have died in
     service to our great country" by pausing at 3:00 p.m. local

     fallen heroes.

State Accountability Plans

     Arkansas, Florida, Louisiana, Missouri, North Carolina, ?
     Washington state have completed work on their plans for strong
     state accountability systems aligned with the No Child Left
     Behind Act.  This brings the number of states whose plans have
     been approved to 16.

Reading First Grants

     Kentucky, New Hampshire, ? South Carolina will receive support
     for the first year of a multi-year Reading First grant to help
     schools ? districts improve children's reading achievement
     through scientifically proven methods of instruction.

What Works Clearinghouse Accepting Nominations

     The ED What Works Clearinghouse is accepting nominations for
     programs, policies, practices, products, ? studies to be
     reviewed for inclusion in its Evidence Reports.  The 7 topic
     areas for the clearinghouse's first year:  interventions for
     beginning reading; curriculum-based interventions for
     increasing K-12 math achievement; increasing adult literacy;
     preventing high school dropouts; peer-assisted learning in
     elementary school; interventions to reduce delinquent,
     disorderly, ? violent behavior; ? interventions for elementary
     English language learners.
