   Secretary Paige announced that all 50 states, D.C., & Puerto
   Rico submitted on time their accountability plans as
   required under the No Child Left Behind Act (NCLB).

President's Budget Request for ED

   President Bush's budget request for fiscal year 2004
   provides $53.1 billion for the U.S. Department of Education
   (ED), an increase of $2.8 billion or 5.6% above his 2003

Expanding Options for Parents

   The President's budget request includes an estimated $756
   million to help insure America's parents have more choices
   for their children.

Mentoring Program for Disadvantaged Children

   Secretary Paige joined President Bush to celebrate the first
   anniversary of the USA Freedom Corps & unveil a new $300
   million mentoring program to help match disadvantaged

Tribal Colleges & Universities

   The President's budget request includes a 5% increase for
   Tribal Colleges & Universities.

Pell Grants

   The President's budget proposal would provide a $1.9 billion
   increase for the Pell Grant program, pushing funding to an
   all-time high of $12.7 billion & enabling nearly 4.9 million

Reading First

   Oklahoma will receive more than $12.5 million for the first
   year of a multi-year Reading First grant to help schools &
   districts improve children's reading achievement using
   scientifically proven methods of instruction.

Early Reading First  

   Secretary Paige announced the first-ever Early Reading First
   grants -- 30 grants totaling more than $72 million -- to
   groups in 22 states to support local efforts to improve the

Mathematics Summit

   The Secretary convened a mathematics summit in Washington,
   D.C., to discuss ways to improve student achievement &

Evaluation of After School Program

   The 21st Century Community Learning Center program needs to
   be better aligned with the accountability & research
