FY06 Budget Request Eliminates Funding for the
Enhancing Education Through Technology (EETT) program.

Earlier this month, the Administration released its FY06 budget request,
which cuts funding for education programs by over $530 million.  The
Administration's budget proposal would fund Department of Education
programs at $56 billion.  For education technology, the cuts hit
particularly hard, with the Administration proposing to eliminate several
education technology programs, including Enhancing Education Through
Technology (EETT), Star Schools, and Community Technology Centers (CTCs).
This proposed budget, described by the Administration as "lean," is
already coming under fire from Congress for its many deep cuts and its
refusal to include continuing costs for the war in Iraq and the
President's proposed revamping of social security.

The most significant cut in the education technology arena was the
Administration's proposal to delete all of the $496 million in funding for
the EETT program.  In its rationale for eliminating the program, the
Administration deemed EETT as duplicative of other education programs,
even though it had requested funding for the program since its inception
in No Child Left Behind.  The Department of Education justified the
funding cut, stating, "There is no longer a significant need for a State
formula grant program targeted specifically on (and limited to) the
effective integration of technology into schools and classrooms."  The
Budget Summary further explained that districts seeking funds to integrate
technology in the classroom should look to Title I and Improving Teacher
Quality State grants (Title II, Part A) of NCLB.
