Congress is going to appropriate more money for FEMA, probably, but Democrats want to give FEMA a few extra billion dollars than Republicans do, and Republicans want to "offset" all FEMA funding by defunding Democratic legislative priorities. (This is more about "spite" than "fiscal responsibility," in other words.) There is also the possibility that this will end in another government shutdown, because Congress refuses to do anything unless the consequences of not doing something are incredibly and immediately dire, these days.
. snip .I imagine that the GOP is betting that obstructionism and a potential shutdown will be blamed on "Congress," generically, and they have learned that they can absorb that hatred and turn it into voter cynicism that leads to increased support for conservatives who hate the government. Reid and the Democrats, meanwhile, will probably cave at the last second to avoid a shutdown. And everyone will say, "oh dear, what is wrong with Washington," and the answer to that question will remain "Eric Cantor."
.UPDATE: Well, the other problem is "John Boehner," who is just very bad at his job. The continuing resolution failed 195-230, with Democrats holding out due to the FEMA funding mess and dozens of Republicans voting no because Boehner has no control over them.

.Disaster funding could run out as early as Tuesday and a broader government shutdown looms the following weekend because partisan gridlock means none of the dozen annual spending bills have been passed.
.In the latest bout of nasty brinkmanship, both Republicans and Democrats blamed the other for playing politics while Americans suffer. Victims of floods in North Dakota and Hurricane Irenes devastation up the East Coast may be denied promised help.

.But this beast may not be dead yet. The House still must pass a continuing resolution to provide money to keep the government running. And that bill has yet to take shape. For now, its back to the drawing board. They may try again.
.The worry is that if tea party ideologues get their way, FEMA emergency relief could go the route of the debt ceiling: yet another political hostage in the endless war over deficit spending. As FEMA funds run dry, House Majority Leader Eric Cantor of Virginia and his tea party posse are suggesting that any assistance the government distributes to flood or tornado victims must be offset by spending cuts selected by House Republicans.
.Thats a recipe for gridlock. And turning the issue of disaster relief into one of deficit reduction sets a dangerous precedent.
.Emergency relief has never been treated like a regular budgetary item, since its supposed to be doled out quickly. When Republicans demanded emergency appropriations to fund the wars in Iraq and Afghanistan, we certainly didnt include that as part of the normal budget, or insist it be offset with particular cuts.
.Those are wars that have been going on for years. This is an immediate emergency in our own back yard. Disaster victims need help now, and saner fiscal conservatives must continue to stand up to the hijackers of federal aid, as they did last night.
