No matter who or what is ultimately deemed responsible for last week's dramatic landslide that caused a major portion of East 26th Street to collapse onto adjoining CSX tracks, it's clear that unusually heavy rains played a role. The hillside was destabilized, at least in part, by a torrential downpour that brought as much rain in a few days as Baltimore normally sees in the entire month of April.

What's worrisome is that this vulnerability a city's aging infrastructure pitted against unusually severe weather is likely to become an even greater problem in the future. At least that's one of the concerns raised this week by the National Climate Assessment, which found that climate change is already having an adverse impact on the nation.

.

The government report released Tuesday singles out the Northeast, Maryland included, as particularly vulnerable because of the combination of aging infrastructure and heavy rains. Between 1958 and 2010, the region has witnessed a 70 percent increase in the amount of precipitation falling in the heaviest precipitation events, defined as 1 percent of daily events.

.

In other words, it isn't that the Northeast is getting more rain, it's that the storms delivering that rain are much more severe. Last week's disaster in Charles Village illustrates the consequences. But it isn't just about the rare retaining wall here or steep hillside there. Flash flooding from storms like Hurricane Irene in 2011 can shut down subway systems, wash out roads and bridges, undermine railroads, cause widespread bacterial contamination and leave millions without power.

Those accustomed to thinking about climate change as a distant, or even semi-distant future event measured in centimeters of sea level rise or feet of melting glaciers, may find the report jarring.

As a resident of the Relay/St. Denis community in Halethorpe and a member of the Relay Improvement Association, I was interested to read your recent article about the CSX railroad and the destruction on Charles Village's 26th Street ("Deluge causes landslide in Charles Village, floods roadways across state," May 1).

If the residents of 26th Street or the citizens of Baltimore expect anything from the CSX Corporation, they are wasting their time. We have been fighting this railroad for nearly 25 years while the Thomas Viaduct across the Patapsco River continues to deteriorate. After many letters and several meetings with representatives of the CSX Corporation over the years, the answer is always no. The company only cares about how much freight it can haul.

The initial cleanup of a landslide that spilled half a city block onto CSX Transportation tracks in Charles Village last week was paid for by the railroad. The city, meanwhile, issued hotel and grocery vouchers to displaced residents and began processing claims for damaged property, including the eight parked vehicles damaged in the wall collapse.

While Baltimore officials and CSX executives have yet to say who will cover the costs of replacing the century-old retaining wall and returning East 26th Street to livability for residents, both have begun paying bills associated with the sudden infrastructure failure.

.

"The Administration's bottom line is that regardless who shares ultimate responsibility, we know it's not the residents, so we aren't going to have them be in limbo if we can help it," Kevin Harris, a spokesman for Mayor Stephanie Rawlings-Blake, said in an email.

.

Harris said costs to date aren't available, and Gary Sease, a CSX spokesman, said in an email that the "costs of removing the soil and debris from the rail line are still being tabulated."

.

Where the property line falls between the city street and the railroad right-of-way and what besides heavy rain might have caused the collapse could be factors in determining responsibility, and officials said they are looking into those issues.

The mayors staff has been working with CSX officials to evaluate the unit block of East 26th Street as well as the safety of other CSX properties around the city. Meanwhile, the city has issued hotel and grocery vouchers to the 40 or so people forced out of their homes by the land slide.

In addition, spokesman Kevin Harris said Rawlings-Blake has ordered that we expedite the claims process for damaged property to avoid leaving city residents in limbo.

CSX is already getting the blame from Councilman Carl Stokes, who represents that section of Charles Village.

.

In the last three or four years that Ive been back [on the council] the residents have complained about the sinking earth and crack in the retaining wall, said Stokes adding he has sent complaints about the street to the city and CSX.

Stokes said CSX claims they have maintained the area properly. He and the residents dispute that.

"This is an emergency. It wasn't anything we planned for or anything that was projected. It was something we had to do," Barnes said. "We don't have any final numbers yet. Our job is to restore the neighborhood. We need to do whatever we need to do."

Jack Temple, who lives at the corner of East 26th and St. Paul, said residents were told at an informational meeting Sunday that "barring setbacks," the project could take as little as three weeks, far shorter than the 40 days they were told they might be displaced from their homes. In the meantime, Temple who said he "absolutely" appreciates the quick start to repairs is staying in a Towson hotel room provided by the city.

The city is proceeding with the work despite questions about who may be responsible for the accident, which sent the masonry wall, tons of earth and asphalt as well as eight cars tumbling onto the railroad tracks below. The city and CSX Transportation, which owns the tracks, have tussled in the past about who is responsible for maintaining the walls.

Bryan Rhode, CSX's regional vice president for state government affairs, said in a statement that the city is "leading the efforts in stabilizing the site, supporting the needs of residents and developing plans for reconstruction," and that the railroad is "grateful and supportive of the city's actions in focusing on those immediate requirements."

Neither city nor railroad officials have answered questions about where the company's right-of-way ends along East 26th Street or who had responsibility for the wall.

A phone number for filing complaints about Baltimore police officers connected callers instead to an adult chat line advertising "hot ladies" this week.

.

The toll-free, 800 number that was listed on the site as of Tuesday morning was supposed be a 24-7 hotline for an internal investigations detective. But that's not what greeted callers.

.

"Welcome to America's hottest talk line," a recorded female voice says. "Guys, hot ladies are waiting to talk with you."

.

The web page is dated April 28, 2008 at 4:24 a.m. but has a note at the bottom that it was updated on Dec. 18, 2012 at 11:39 p.m. It lists only the Public Affairs Office as its author.

.

The number was taken down after The Sun called police for comment. Police spokesman Sgt. Jarron Jackson said the department was looking into what caused the error Tuesday afternoon.

.

"Once we became aware of the issues with our website, we immediately had the matter corrected," Jackson said in a statement. "Providing a clear avenue for our citizens to report matters of concern to our internal affairs division has always been a priority to our department. We are currently investigating the cause of this issue."
