In principle I am with you on this David.  The US used to be the country
where individual rights took precedence.  You did not require an internal
passport as in other quasi fascist-totalitarian-dictatorial countries.

However, in Canada, identification is requested for voting purposes.
The difference between the Canadian voting system and the US electoral
system on the Federal scene for example is that in Canada voters are not
discouraged to vote.  Most are on the rolls and those who are not can
register even at the last moment.  Secondly, Federal elections are not local
affairs they are handled by Elections Canada.

To make the US vote a lot fairer it would have to be Federalized.  I do not
see that coming
any time soon when we have Teabaggers all over the place.  States rights
issues will also come into play.
