BP inched closer to permanently sealing the busted oil well as retired Adm. Thad Allen rejected assertions Sunday that federal officials allowed the energy giant too much leeway to use chemical dispersants in the Gulf of Mexico.


Allen told reporters during a conference call that federal regulators did not ignore environmental guidelines. He says some field commanders had authority to allow more dispersants to be used on a case-by-case basis.


"I'm satisfied we only use them when they are needed," Allen said.


Documents released by a congressional subcommittee found that Coast Guard officials allowed BP to use hundreds of thousands of gallons of chemical dispersants in the Gulf despite a federal directive to use them rarely.

Congress is stepping up its scrutiny of chemical dispersants sprayed on the Gulf of Mexico oil spill to prevent crude from washing ashore.


Rep. Edward Markey, a Massachusetts Democrat, contends that BP PLC and the Coast Guard have used more of the chemicals than widely reported. On Saturday he demanded that federal officials provide his office with more information about use of the chemicals, which the Environmental Protection Agency limited in late May due to concerns about their effects on marine life.


The Senate Committee on the Environment and Public Works is slated to hold a hearing Wednesday on the use of dispersants in the Gulf.


Dispersant chemicals have long been sprayed onto offshore oil spills to break crude up into tiny particles that can be digested by bacteria that occur naturally in the ocean.


But in the wake of the Deepwater Horizon spill, what experts call an unprecedented amount of dispersantabout 1.8 million gallonshas been used. Not only was it sprayed on the surface of the Gulf, it was also injected deep underwater where oil was shooting out of the leaking well from late April until the well was capped last month.
