American Society of Civil Engineers:The New Orleans Hurricane Protection
System: What Went Wrong and Why.
The ASCE was asked by the U. S. Army Corps of Engineers to review data
regarding levee failures during Katrina. This 2007 report by the Hurricane
Katrina External Review Panel is the result. The authors state that it is
written both for engineers and lay people.

This September 29, 2005 Government Accountability Office report is also
titled "Testimony Before the Subcommittee on Energy and Water Development,
Committee on Appropriations, House of Representatives."
Independent Levee Investigation Team: Investigation of the Performance of
the New Orleans Flood Protection Systems in Hurricane Katrina on August
29, 2005
This July 31, 2006 final report contains the conclusions of a team of
professional engineers and researchers affiliated with the University of
California-Berkeley. It includes technical studies and several appendixes.
The page contains links to the preliminary report based on investigations
by UC-Berkeley and ASCE engineers. The site is sponsored by the National
Science Foundation.
