Mrs. Scott however told CNN's Anderson Cooper Saturday night that she
refused to be filled with rage and anger.

'I have forgiveness in my heart,' she explained.

This as the FBI and the Justice Department's civil rights prosecutors
announced there would be a federal probe on Wednesday.

Then, when asked by Cooper if she believed an incident like this had ever
happened before she said she was sure it had, and that there were 'dirty
cops' in the area.

More than anything, Mrs. Scott says she is grateful for the lord during
this difficult time and that she believes it was her god that placed
Feidin Santana at the scene to tape the incident, like 'the ram in the
bush.'

Speaking with the New York Daily News, the victim's brother, Rodney Scott,
said; 'That was totally cold-hearted murder as far as I'm concerned.'

He also pointed out that the video made it look as if the officer 'was
using my brother for target practice.'

'We were shocked, definitely shocked,' said Rodney Scott.

'I'm angry, but he's going to have to give an account for what he did,
that was just a horrible thing that he did.'

In an interview with Good Morning America earlier in the day, Mrs Scott
said: 'When I looked at that tape, it was the most horrible thing I've
ever seen, I am very very upset concerning it it. I almost couldn't look
at it.
.
'To see my son running defensively and being shot it just tore my heart
to pieces. I pray that this never happens to another person this has to
got to stop.'
