[nanomsg] mangos stuff...

So Tyler Treat has proposed changing the semantic of timeouts in mangos (Go
version of nanomsg). I happen to like his change:

HOWEVER, since this has the potential of negatively impacting some folks, I’d
like to give some advance warning about this change, and a chance for any
consumers to object.
mangos may be approaching the point where we need a separate mailing list…
