It might be there. Unlike Leopard, where the app icon shows up in the dock when in use, in Tiger it never appears. If you don't have a zip file to open, try creating one. Select a document(highlight) and in the finder/File menu, select 'Create archive'. A zip file should appear beside your selected file.
