Set the Cell format to Text and then sort it. It should do the trick.

How do you sort a column such that the first number is sorted, then the
second and so on while not caring how many digits are in the number?
Example: 234, 2495, 21654 are all in a column.
I want to be able to have it sorted as 21654, 234, 2495.
