This is how I saved my PP97 as a web page and it is in the Help menu:

Save a presentation in HTML format

PowerPoint comes with an Internet Assistant that creates HTML documents =
from your presentation =BE ready to publish to the World Wide Web. The =
Internet Assistant helps you customize your presentation =BE for =
example, you can include animations, use frames, choose the way you move =
to other slides or documents, and select different button styles. The =
Internet Assistant maintains the interactive settings in PowerPoint that =
jump to other slides or documents.

1       Open the presentation you want to save in HTML format.
2       On the File menu, click Save as HTML, and then follow the instructions =
in the Internet Assistant.

Tips

=B7     When you save a presentation in HTML format, you can also save your =
current Internet Assistant settings so you can easily reuse them when =
you convert other presentations.
=B7     You can also use the PowerPoint Animation Player =BE a free Internet =
browser extension =BE to create dynamic, animated Web pages. For =
information about the animation player, click  .
=B7     For more information about the Internet Assistant and the PowerPoint =
Animation Player, and for the latest PowerPoint and Office product =
information, point to Microsoft on the Web on the Help menu, and then =
click Product News.


You may have to install the Internet wizard from Add/Remove Software. =
How you get this to be viewed by WebTV I don't know but I would guess it =
is the same as viewing any other web page. I do not believe any =
additional viewer except a browser is needed.
