[mso] Setting sending an attachment in Excel to default to HTML

Is there a way to setup Excel so that when you select the send file as
an attachment, the default format is HTML rather than Plain Text? I have
checked all the options within Excel and cannot determine a way to
change it permanently. I wonder if that selection is controlled
somewhere within the Office suite.
