Yeah, I appreciate that, but does it make a difference whether the
Exception appears first or third, which seems to be where office places
it.

I've tried it in both places, and still some (but not all) emails from
yahoo groups gets sent to the junk mail folder.

I'm just trying to work out if there is a logical reason I'm missing.

Yes Colin....the rules are processed in the order in which they are
listed....that's why you have "move up" and "move down" buttons below
the list

I have cut and pasted several of my yahoo groups email addresses to
include on my exception list for junk/adult content, as many of them
were being routed to the Junk folder.
 
I'm still getting the odd one still getting routed to the Junk folder
though, even tho it is correctly shown on the exception list. 
 
Is there an order in which Exception/Junk/Adult should appear in the
Rules list?
