[mso] Outlook rules folder permissions

Hello! I have a colleague who received the following from a
client:

Can you help me with the Rules Wizard in Outlook? My rules
don't work
anymore, and I'm told I don't have folder permissions. I
can't find the
tab that changes folder permissions, though, and I've gone
through the
Help topics and the tutorial to no avail. Without my rules
working, I'm
lost!

Any ideas?  Thank you.
