After a fresh install of Office 2003 on a new Vista laptop, there was a problem with the timestamp on all of the incoming messages in Outlook 2003. All messages in the inbox are 1 hour early. For example if a user on this machine sends a message to himself, the "sent items" folder messages will show the correct time, the inbox folder will show the message arriving one hour earlier. I've tried to reload the Update temporary folders and have tried a complete uninstall of Office using the Windows installer cleanup utility. After the re-install, the problem persisted for all users on the machine - even if a new user setup his Outlook profile after the re-install.
