Don- If you are using an Exchange Server Mailbox (the default with ExchServ), most of your settings, including rules, are stored on the server. Any personal folders you have set up are on your PC and must be exported, then imported to the new computer. The settings in Outlook itself, Folder List vs Outlook Bar, customized toolbars, etc, are stored on your PC. To transfer all of your customized settings, not just in Outlook, go to the following address: http://support.microsoft.com/default.aspx?scid=kb;en-us;Q306187&SD=HSCH This is a description of how to use Windows XP settings transfer wizard to transfer all of your settings from an old PC running a previous version of Windows.
