When he clicks "Reply", the email comes up with the cursor in the "To"
box, not in the body of the email. He then has to tab down to the body
of the e-mail before he starts typing his reply.

I am not in front of computer nor is my 2000 book handy so I am doing
this from memory. Also, I am using Outlook XP, not 2000.
Could the problem be s/he is applying FILLIN fields? I am not sure. If
so, the field may need to be removed. Unlikely, but it is my first
guess.
