You will almost certainly need to perform a reinstallation of the Service
Pack -- if not a complete reinstall of Office itself. Depending on the depth
and complexity of your system restore, any number of critical system files
(DLLs, OCXs, etc.) may have been overwritten by their pre-Service Pack
predecessors, thus invalidating your installation of the SP. So, to answer
your question in one word: probably. ;-)

I installed Office 2003 SP-1 on my machine last week.  A few days later,
for reasons unrelated to the service pack, I did a system restore, back
to a date that happened to be prior to my installation of SP-1.  Do I
need to reinstall that service pack?  When I do Help-About in any of my
Office applications, it doesn't say Service Pack 1 on it, but I didn't
check if it did right after I installed it, so I don't know whether it's
supposed to be there.  (This is kind of a stupid question but I figured
someone would know.)
