Robert-- I Googled for something, and was only able to come up with a small handful of links to a compressed file called 'GED2ACC.ZIP' (or 'GED2AC.ZIP'). I downloaded and attempted to run a few of them -- both dated in the mid 90's -- and wasn't able to. Other than that, nothing, which, given the history of the web, proves that either the GEDCOM genealogy format didn't cut the mustard, *or* there's so little call for it that noobdy's bothered developing software in the past ten years or so. Not knowing much about the format, what can you tell me? Is it, as I suspect, a flat file?
