If people without Access could (fully) access Access, there would be no need for Access. What you can do is to write computer software that accesses the Access to provide a front end for people. This would let them access the Access through your system, but ONLY to the extent that your system provided access to the Access. It would not provide "full" access to the Access because such "full" access actually requires Access (if it didn't there would be no need for Access). Another option is to export the data out of Access into other formats which they have access to -- Excel -- Word -- Paper James S.
