Are you referring to the top margin, which normally has a default value of 1 
inch?  Go to File --> Page Setup --> Margins and set all the margins as you 
want.   
If you want to use the new margin values as your standard default values then 
click on Default after setting the margins.

Please note that depending on your default printer there may be some limit on 
the minimum you can set for each margin.  Word should let you know if you try 
to set the margin smaller than your printer permits.
