No. Conditional formatting can't change the content of a cell, simply
its attributes. Theoretically, you could have the word 'complete' in
E223 with white text and a white background, and then put on a black
text conditional format to make it visible. But then again, CF won't
work based on a cell change, merely on its contents. It won't
distinguish between a value that's never been changed and one that was
changed 10 minutes ago.

Unless you want to get involved in VBA and worksheet change events, I
don't think there's a way of doing this.
