Well, I'm guessing I must've been right about the compatibility being
the problem with the marquee, since Greg and Vic both seem to think the
same thing....and they are both WAY smarter than me when it comes to
html
So....I guess you have your solution :-)

Click Tools > Page Options >Compatibility> and make sure Netscape isn't
included.in your settings. Make it IE or Custom, and the Marquee will
get
enabled.
Netscape doesn't support the marquee tag and that's why it's grayed.
