[mso] Conditional Formatting

I am trying to apply a conditional format onto a sheet.

I am looking at a value in A1 and if any values in the row are greater than
that value, i am colouring it in. This part I am able to do.
There are some rows which have no limit - hence no value, how do i set the
format that if the limit value is blank, then do not apply the format to the
row, or apply a format the same as the general data

Below is an example - the * indicates the values with the format applied to them

Limit     Oct     Nov     Dec
10        15*      4       20*
          20       5      100
90        34      89      120*
