My guess is that the centre hole is tapped with a taper tap, and the Allen
keys serve to screw a hex headed set screw into the arbor, thus leading it
to expand and grip the work.
I normally make one up as required - for some reason, very rarely does one
made previously happen to be the right size for the 'job of the moment'.
