Carla,
This, sometimes, occurs for me, when using multiple windows in the Finder.
I’ve found that, by pressing VO-D & going to the Dock, I can make VoiceOver
regain focus, when I move away from the Dock & back to whatever I wish to focus
on. I don’t know why it works & I don’t know if it’ll work in your particular
situation. But, I thought I’d mention it, since the problems are similar.
