No, you shouldn't need to install anything to open them. First of all, make 
sure that the documents are not just scanned pages with no OCR applied on them. 
Those are basically images inserted on the pdf document and off course can't be 
read by any screen reader. An other option is that you just need to wait for a 
while until the document loads. The other day I downloaded the manual for a 
complex piece of recording equipment and it was about 250 pages. It just took a 
few minutes to open, and until it showed up voiceover kept saying that the 
document was empty.
