I reported this to Apple and they took several screen shots and log data to
see what is going on. Anyone having the issue should contact Apple so we can
elevate this issue and get it fixed.
The VO+Shift+M on the dock seems to work only the first time after a fresh
boot, then after that this key execution tgrows you out to the main Finder or
the last app you may have had open. Very bizarre and now a bit frustrating as
one does not realize how handy that menu access on the dock can be.

show expozay doesn't help, press opens the app and show menu closes the doc
after pressing return, spacebar or vo spacebar. .

I just did this: When in the Dock on an application you want the options
for, press VO Shift M. This brings up the context menu for Dock items.
