[macvoiceover] dashboard

Hello all,
In trying to use Dashboard the suggestion that was made was that VO F2
pressed twice would bring up the menu. This didn't work for me. I
also went in to system preferences and reset all the shortcut keys to
their default setting without success.
Any ideas?
