i have never noticed a setting, not sure what use it is either.
It is not siri that is doing it, i was using a siri voice in voiceover, however
i have now checked it out in the regular voiceover voices and notice it there
also, i guess because there is a delay i never heard it happening.

VoiceOver has done this for years and ears. It’s a standard setting in
VO/Speech. I didn’t know Siri had started going it, though.

I am using the siri 3 voice, a male with a somewhat southern US accent and
just noticed that when i scroll through the letters of a text such as this
message, that first the letter is spoken then the phoenitic or whatever it
is called, such as kilo for k.
First time i have heard this, it happens after a slight pause.
