Quick Nav can be toggled on and off simply by pressing the peft and right arrow keys respectively.

Do you have Quick Nav turned on? This would stop the arrow keys functioning
normally in Windows.

As far as I know Parallels isn't accessible and as you may have gathered from list traffic Fusion is very accessible, I also use it myself with Windows 7 X64. A new version of Parallels was released a few days ago, I
don't know if that has changed anything.
