[macvoiceover] Vo in Leopard unresponsive after plugging in a headset device

If my MacBook Pro15 running Leopard is asleep, and I plug in a headset before opening the lid, VO will not respond; it won't speak, though other sounds play through the headset just fine. It won't turn on or off. I need to restart the computer and then manually turn it on in order to get it to work. Can someone explain this? I can't. :) It sometimes happens if I plug it in after the Mac wakes up, but not nearly as often. I've wondered if VO could be muted, but I can't navigate to the VO app to find out without VO. :)
