What about trying to read it in “Presenter mode?” This simulates a printed
version and might reformat it so that VO won’t trip on the images or tables.

Try using Text Edit. Because it is simpler it often bails on some of the
tougher layouts and just gives you the text. This gets tripped up by tables
though, so if you notice a lot of tables in the doc, stay clear of Text Edit.
You also can’t jumpt to pages quite as easily, but sometimes it is worth the
tradeoff.
If it’s not a protected document, you could try exporting it as plain text
then opening it back up in Pages. That might strip out a lot of the images
and formatting that can give you trouble, or it could mess up the format and
make it worse.
