[macvoiceover] Safari opening pages with focus on the tool and tab bars

Lately Safari has been opening every page with focus on either the tool bar or
the tab bar, more often the tab bar. So on every page I have to do a couple of
stopping and starting interacting.
Is this normal and just something to get used to, or perhaps do I have
something to check in settings?
