I am seeing the same thing and I can find no way to change it. You
mite want to send a note to Apple, I think I will also.

VoiceOver is reading my Ical appointment times in 24 hour time. I'm
told visually the time appears as 12 hour time. I've experienced
this on two Macs. Is this the case for all of us, or is there a way
to cause VoiceOver to say 8 o'clock instead of saying 20 hours?
This only is occurring in Ical. The time is read in 12 hour format
everywhere else.
Thanks,
Brett
