I think you are sort of talking about two different things: incoming mail sound
and notifications. Set the incoming sound in mail preferences (cmd-comma in
mail) general and then go into notifications and choose the "none" radio button
for Mail in the applications table for alerts style. I have mine set this way
and my incoming mail sound goes off but no announcement is given.

Is there a way to set incoming mail not to speak but just ring, or play a
sound, in order to let you know you have mail? I’m not finding it thus far.
