There is a way to remove all account settings. /users/your account folder name/preferencepanes/apple.mail.plist

or something similar.

as for fixing your mail issue, the port comes to mind. port 25 is being outlawed by a lo of isps and many are doing it without warning. Open mail prefs, go to accounts, in the first tab, open the smtp servers popup, select edit server list, select your smtp server from the list, click advanced, choose custom, replace the port with 587 and save your work all the way out.
