Hi Folks!
There is a little program called Filelist, which, in addition to
renaming files, adding/deleting characters from folders/files' names,
etc, will also generate music playlists, and even create
"Playtainers". The program is VO-friendly, although many of the
buttons aren't labeled, however, they do have help tags.
As to programs which will play .M3U files, I believe the Cog
application will also work. In fact, the playlists which it creates,
itself, are in the .M3U format.
If memory serves, both Cog and Filelist, should have listings on the
VoiceOver Compatibility List.

will work fine.
Otherwise, you'll need to remake the files with slashes instead of
backslashes, but again, as long as you make relative paths (meaning
the root of the system is where the m3u file resides) if you treat
it as such, then your music will play just fine.
And, just for reference, I use quicktime for playing my m3u files.
