Just toggle off VO and back on again. I’ve experienced this as well. I’d
report it to Apple Accessibility.

Lately when my Macbook comes out of sleep, either from a closed lid or just
sitting idle, my sound effects are gone. This is inconvienient because I have
them set to announce links on web pages instead of saying the word link, and
there’s no feedback when typing a password into a secure field.
They come back after a while, but not because of any action on my part. All
of a sudden they are back, and stay on until my computer sleeps again.
I’m pretty sure this is a Voiceover thing, because when I turn VO off then on
again they come back, but that is incovenient to do every time I come out of
sleep.
